But the Internet so far has polarized the world in yet another inequality of haves and have-nots, the plugged-in and the unplugged. South Asia is home to 20 percent of the global population, but less than 1 percent of Internet users. Even with the new technologies, installation costs are significant where (as in much of rural Africa) telephone services are scarce. And, of course, Internet connections hardly benefit the illiterate and the innumerate. This is why policies for basic education, economic development, and communications regulation are all of a piece in the present age – and why governments must collaborate with NGOs, industry, and international organizations to share the gains of globalization.
